The appellants challenged a 12 March 1997 State Council resolution approving variants of a municipal zoning plan. At the hearing on 11 September 1997, their representative withdrew the appeal. The Territorial Planning Court therefore held that the case had become moot, struck the appeal from the docket, and ordered that no fees or costs be taken.
