Whether the appeal against the refusal of a health-insurance subsidy remained live after the authority issued new granting decisions.
The appeal had become moot because the later subsidy decisions fully covered the monthly premiums of C.M.________ and D.M.________, leaving no concrete interest in annulling or modifying the earlier refusal.
Under Art. 83 LPA-VD the authority could replace its decision; once the subsidy was granted retroactively at the maximum premium amount, the appellants had obtained complete satisfaction on the merits. Their wish to have the original calculation declared wrong raised no protectable interest.
