Participant 2 appealed an order dated 19 February 2013, served on 27 February 2013. The District Court of Bocholt did not grant relief on the appeal. It ordered that proceedings on Participant 2’s certificate-of-inheritance application be stayed until the decision on Participant 1’s competing application becomes final, treating that decision as preliminary to the determination of Participant 2’s application.
