In The Court of Appeals Seventh District of Texas at Amarillo No. 07-26-00444-CV IN RE RICHARD MYRON JONES, TTEE, RELATOR ORIGINAL PROCEEDING October 22, 2026 MEMORANDUM OPINION Before PARKER, C.J., and DOSS and PRATT, JJ. Relator, Richard Myron Jones, TTEE, is a vexatious litigant subject to a prefiling order that requires him to obtain permission from the local administrative judge (LAJ) prior to filing any new litigation. See TEX . CIV . P RAC. & REM. CODE § 11.101. By this mandamus proceeding, Jones challenges the LAJ’s October 19, 2026 letter ruling denying him permission to file a petition for writ of mandamus with the Texas Supreme Court that apparently seeks to challenge the September 15, 2025 prefiling order that declared him vexatious and required him to obtain permission to file new litigation. See id. § 11.102(f) (authorizing mandamus action challenging LAJ’s denial of permission to file litigation).
2 Entitlement to mandamus relief requires a relator to show that the trial court has clearly abused its discretion and that relator has no adequate appellate remedy. In re Prudential Ins. Co., 148 S.W.3d 124, 135–36 (Tex. 2004) (orig. proceeding). Our review of the petition and record provided to the Court reveals that Jones has not shown that the LAJ clearly abused its discretion: (1) Jones does not include a copy of the petition for writ of mandamus that he sought permission to file with the Texas Supreme Court,1 and (2) Jones does not identify and we have not discovered any authority that would permit a challenge to a prefiling order by way of a petition for writ of mandamus filed directly with the Texas Supreme Court.2 Accordingly, we deny Jones’ petition. See TEX. R. A PP . P. 52.8(a). Judy C. Parker Chief Justice 1 Without this petition, we cannot review the propriety of the LAJ’s ruling. 2 In the absence of such authority, the LAJ acted within its discretion when it denied Jones permission to file his petition for writ of mandamus with the Texas Supreme Court because the filing lacked merit. See T EX. C IV . PRAC. & R EM . C ODE § 11.102(d).
