A private appellant challenged a Federal Administrative Court order requiring a CHF 500 advance for estimated court costs in a data-protection related appeal. The Federal Supreme Court held that the complaint did not satisfy the reasoning requirements of Art. 42 LTF: it contained only generic assertions and did not explain why the order was unlawful. The appellant also failed to demonstrate irreparable harm under Art. 93(1)(a) LTF or to show any unconstitutional application of Art. 63(4) PA. The appeal was therefore declared inadmissible in simplified proceedings, and no court costs were levied.
Art. 42 LTF, Art. 93 cpv. 1 lett. a LTF; sufficiency of reasoning for an appeal against an order for an advance on costs. An appeal must set out, in a concrete and reasoned manner, why the challenged decision violates federal law; merely general allegations or prognoses on the chances of success do not satisfy Art. 42 cpv. 2 LTF. An order requiring an advance of costs is not rendered admissible merely by invoking an abstract risk of irreparable prejudice; the appellant must specifically demonstrate such prejudice. If these requirements are manifestly not met, the Federal Supreme Court may decide summarily under Art. 108 cpv. 1 lett. b LTF. Court costs may exceptionally be waived under Art. 66 cpv. 1 LTF.

amministrativo federale.
Considerando:
che, in relazione a un ricorso presentato da A.________, con decisione incidentale del 9 marzo 2011, il giudice dell'istruzione della I Corte del Tribunale amministrativo federale l'ha invitato a versare un anticipo delle spese processuali presunte di fr. 500.--;
che avverso questa decisione A.________ presenta un ricorso al Tribunale federale, chiedendo di annullare l'anticipo delle spese;
che non sono state chieste osservazioni;
che secondo l'art. 42 LTF, il ricorso deve contenere le conclusioni, i motivi e l'indicazione dei mezzi di prova (cpv. 1) e dev'essere motivato in modo sufficiente, spiegando nei motivi perché l'atto impugnato viola il diritto (cpv. 2; DTF 136 I 49 consid. 1.4.1; 133 II 249 consid. 1.4);
che queste esigenze di motivazione sono del tutto disattese, visto che il ricorrente, il quale non fa valere di non disporre dei mezzi necessari per pagare l'anticipo, si limita a sostenere, in maniera del tutto generica, che le possibilità di vincere la causa sarebbero assai elevate, per cui, in siffatte circostanze, il criticato anticipo, che può comportare un pregiudizio irreparabile ai sensi dell'art. 93 cpv. 1 lett. a LTF (DTF 135 III 603 consid. 1 inedito; 133 V 402 consid. 1.2), dovrebbe essere richiesto alla parte soccombente;
ch'egli non dimostra affatto perchè l'art. 63 cpv. 4 PA (RS 172.021), posto a fondamento dell'impugnata decisione, secondo cui l'autorità di ricorso "esige dal ricorrente un anticipo equivalente alle presunte spese processuali", sarebbe stato applicato in maniera incostituzionale, ricordato che la decisione definitiva sulle spese processuali, poste di regola a carico della parte soccombente, non è pregiudicata dall'anticipo delle stesse;
che pertanto il ricorso, manifestamente non motivato in modo sufficiente, può essere deciso sulla base della procedura semplificata dell'art. 108 cpv. 1 lett. b LTF;
che si può eccezionalmente rinunciare a prelevare spese (art. 66 cpv. 1 LTF);
per questi motivi, il Presidente pronuncia:

Il ricorso è inammissibile.
2.
Non si prelevano spese giudiziarie.
3.
Comunicazione al ricorrente, all'Incaricato federale della protezione dei dati e della trasparenza e al Tribunale amministrativo federale, Corte I.
