The Federal Supreme Court did not enter into a second revision request by X. because the filing did not specify any revision ground regarding the judgments of 9 or 31 January 2013. The court decided the matter without written submissions, fixed the court costs at CHF 500, and charged them to the applicant. The decision was communicated to the applicant and the municipal and cantonal authorities involved in the earlier proceedings.
Art. 121 ff. BGG; revision requires a substantiated indication of a statutory ground for revision. A filing that merely reiterates a request for reconsideration, without explaining in what respect the challenged Federal Supreme Court judgment is vitiated by a revision ground, is inadmissible. Where the conditions for revision are not plausibly pleaded, the court may decide without a round of written submissions pursuant to Art. 127 BGG. Costs follow the outcome under Art. 66 Abs. 1 BGG.

Revisionsgesuch gegen das Urteil des Schweizerischen Bundesgerichts 1F_2/2013 vom 31. Januar 2013.
In Erwägung,
dass das Bundesgericht mit Urteil vom 9. Januar 2013 mangels einer hinreichenden Begründung im Sinne von Art. 42 Abs. 2 BGG auf eine Beschwerde von X.________ nicht eingetreten ist (1C_678/2012);
dass sich X.________ mit Eingabe vom 23. Januar 2013 ans Bundesgericht gewandt und um Wiederaufnahme des Verfahrens ersucht hat;
dass das Bundesgericht die Eingabe vom 23. Januar 2013 als Revisionsgesuch entgegengenommen hat und darauf mit Urteil vom 31. Januar 2013 (1F_2/2013) nicht eingetreten ist, da sich aus dem Revisionsgesuch nicht ergab, inwiefern das bundesgerichtliche Urteil vom 9. Januar 2013 an einem Revisionsgrund leiden sollte;
dass X.________ mit Eingabe vom 23. Februar 2013 (Postaufgabe 25. Februar 2013) erneut um Revision ersucht hat;
dass sich aus dem erneuten Revisionsgesuch nicht ergibt, inwiefern die bundesgerichtlichen Urteile vom 9. oder 31. Januar 2013 an einem Revisionsgrund gemäss Art. 121 ff. BGG leiden sollten;
dass ohne Schriftenwechsel (Art. 127 BGG) auf das Revisionsgesuch nicht einzutreten ist;
dass die Gerichtskosten entsprechend dem Verfahrensausgang dem Gesuchsteller aufzuerlegen sind (Art. 66 Abs. 1 BGG);
dass sich das Bundesgericht vorbehält, inskünftig ähnliche Eingaben in der vorliegenden Angelegenheit formlos abzulegen;
erkennt das Bundesgericht:

Auf das Revisionsgesuch wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 500.-- werden dem Gesuchsteller auferlegt.
3.
Dieses Urteil wird dem Gesuchsteller, dem Gemeinderat Ebnat-Kappel, der Staatsanwaltschaft des Kantons St. Gallen, Untersuchungsamt Uznach, und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
