X.________ filed a constitutional complaint against a judgment of the Solothurn Administrative Court. The Federal Supreme Court warned him that his filing did not meet the reasoning requirements, but he still could have supplemented it within the remaining appeal time. Before that time expired, he withdrew the complaint in writing. The court therefore struck the proceedings off the docket and ordered that no costs be charged.
Withdrawal of a constitutional complaint; striking out of the proceedings and costs. Where a constitutional complaint is expressly withdrawn before adjudication, the Federal Supreme Court closes the proceedings as moot by withdrawal and does not proceed to a merits review. In such circumstances, no court costs are levied, absent special reasons to the contrary (consid. 1).

dass das Bundesgericht X.________ mit Schreiben vom 14. Januar 2004 u.a. mitgeteilt hat, dass seine Eingabe den Begründungsanforderungen von Art. 90 Abs. 1 lit. b OG nicht zu genügen vermöge, er jedoch seine Beschwerde innerhalb der noch laufenden Beschwerdefrist noch verbessern könne,
dass X.________ mit Schreiben vom 4. Februar 2004 seine staatsrechtliche Beschwerde vom 5. Januar 2004 zurückgezogen hat,
dass das Beschwerdeverfahren somit als durch Beschwerderückzug erledigt abzuschreiben ist,
dass keine Kosten zu erheben sind,
verfügt:

Das Verfahren wird als durch Rückzug der Beschwerde erledigt abgeschrieben.
2.
Es werden keine Kosten erhoben.
3.
Diese Verfügung wird dem Beschwerdeführer sowie dem Departement des Innern und dem Verwaltungsgericht des Kantons Solothurn schriftlich mitgeteilt.
