X. filed a constitutional complaint against a decision of the Luzern cantonal government concerning naturalization. He did not pay the advance on costs ordered by the Federal Supreme Court and did not seek an extension or legal aid. The court therefore declined to enter into the complaint and imposed a court fee of CHF 300 on him. The judgment was notified to X., the municipality of Neuenkirch, and the Luzern cantonal government.
Art. 150 Abs. 4 OG; non-payment of the ordered advance on costs and absence of a request for payment facilities or free legal aid preclude entry into the appeal. Where the appellant fails to comply with the cost-advance order within the prescribed period, the court issues a non-entry decision without examining the merits (consid. 1). Costs of the federal proceedings are borne by the unsuccessful appellant in accordance with Art. 156 Abs. 1 OG.

dass X.________ gegen den am 21. November 2006 ergangenen Entscheid des Regierungsrats des Kantons Luzern staatsrechtliche Beschwerde erhoben hat;
dass er den ihm gemäss Schreiben vom 20. Dezember 2006 auferlegten Kostenvorschuss nicht bezahlt hat;
dass er weder um Zahlungserleichterungen noch um Gewährung der unentgeltlichen Rechtspflege ersucht hat;
dass demgemäss auf die Beschwerde nicht einzutreten ist (Art. 150 Abs. 4 OG);
dass dem Ausgang des Verfahrens entsprechend die bundesgerichtlichen Kosten dem Beschwerdeführer aufzuerlegen sind (Art. 156 Abs. 1 OG);
im Verfahren nach Art. 36a OG erkannt:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 300.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer, der Gemeinde Neuenkirch und dem Regierungsrat des Kantons Luzern schriftlich mitgeteilt.
