Considérant en fait et en droit:

Par arrêt du 29 octobre 2013, le Tribunal administratif fédéral a rejeté le recours que X.________ avait interjeté contre la décision du 17 août 2012 de l'Office fédéral des migrations refusant d'autoriser son admission provisoire en Suisse.

Agissant par la voie du recours en matière de droit public, l'intéressé demande au Tribunal fédéral d'annuler l'arrêt rendu le 29 octobre 2013 par le Tribunal administratif fédéral et de prononcer son admission provisoire. Il demande à être dispensé des frais de procédure.

Le recours en matière de droit public est irrecevable contre les décisions en matière de droit des étrangers qui concernent l'admission provisoire (art. 83 let. c ch. 3 LTF). Le recours constitutionnel subsidiaire n'est recevable que contre les décisions des autorités cantonales de dernière instance (art. 113 LTF) et non pas contre celles du Tribunal administratif fédéral.

Le recours est ainsi manifestement irrecevable (art. 108 al. 1 let. a LTF) et doit être traité selon la procédure simplifiée de l'art. 108 LTF. Le recours était d'emblée dénué de chances de succès, de sorte que la demande d'assistance judiciaire partielle est rejetée (cf. art. 64 LTF). Succombant, le recourant doit supporter les frais de la procédure fédérale (art. 66 al. 1 LTF). Il n'est pas alloué de dépens (art. 68 al. 1 et 3 LTF).

Par ces motifs, le Président prononce:

Le recours est irrecevable.

2.

La requête d'assistance judiciaire est rejetée.

3.

Les frais judiciaires, arrêtés à 600 fr., sont mis à la charge du recourant.

4.

Le présent arrêt est communiqué à la mandataire du recourant, à l'Office fédéral des migrations et au Tribunal administratif fédéral, Cour III.
