The appellant withdrew his civil appeal after filing it together with a request for legal aid. The Federal Supreme Court, acting through the instructing judge, took note of the withdrawal and struck the case from the docket. It refused legal aid because the appeal had been withdrawn. The court also ordered the appellant to pay judicial costs of CHF 1,000, taking into account the procedural work already completed. No party costs were awarded because no observations had been requested.

No party compensation is due where no observations were ordered.

Vu:
le recours en matière civile de A.________ du 3 septembre 2010, assorti d'une demande d'assistance judiciaire;
l'ordonnance présidentielle du 8 septembre 2010, différant la décision concernant l'assistance judiciaire;
la déclaration de retrait de A.________ du 22 novembre 2011, postée le lendemain;
considérant:
qu'il convient de prendre acte de ce retrait et de rayer la cause du rôle (art. 73 PCF par renvoi de l'art. 71 LTF);
que le juge instructeur est compétent pour statuer à cet effet (art. 32 al. 2 LTF);
que le recourant s'étant désisté, l'assistance judiciaire ne peut lui être octroyée et les frais doivent être mis à sa charge (art. 5 al. 2 PCF par renvoi de l'art. 71 LTF; art. 66 al. 1 et 2 LTF);
que l'émolument judiciaire doit être fixé en tenant compte de l'activité déployée jusqu'à ce jour par la Cour de céans (art. 65 LTF);
que, en l'espèce, le retrait est intervenu alors que le juge instructeur avait terminé son rapport et que l'affaire était prête à être mise en circulation auprès des juges de la Cour;
qu'il n'y a pas lieu d'allouer de dépens, des observations n'ayant pas été requises.
par ces motifs, le Juge instructeur ordonne:

Il est pris acte du retrait du recours et la cause est rayée du rôle.
2.
La demande d'assistance judiciaire est rejetée.
3.
Les frais judiciaires, arrêtés à 1'000 fr., sont mis à la charge du recourant.
4.
La présente ordonnance est communiquée aux parties et à la Cour de droit public du Tribunal administratif du canton de Neuchâtel.
