The Federal Supreme Court did not enter into the criminal complaint because the appellant failed to pay the CHF 2,000 advance on costs within the extended deadline. The court therefore issued a non-entry decision under Art. 108 BGG and ordered court costs of CHF 800 against the appellant. No compensation was awarded to respondent 2 because no expenses were incurred before the Federal Supreme Court.
Art. 108 BGG; failure to pay the advance on costs within the prescribed period results in non-entry. Where the advance remains unpaid despite a granted deadline and statutory grace period, the Federal Supreme Court may decide without further examination of the merits. Court costs are borne by the unsuccessful party under Art. 66 Abs. 1 BGG; no party compensation is due absent compensable effort.

Beschwerde gegen den Beschluss des Obergerichts des Kantons Solothurn, Beschwerdekammer, vom 19. Dezember 2013.
Dem Beschwerdeführer wurden mit Verfügungen vom 4. und 20. Februar 2014 eine Frist und antragsgemäss die gesetzlich vorgeschriebene Nachfrist bis zum 10. März 2014 angesetzt, um dem Bundesgericht einen Kostenvorschuss von Fr. 2'000.-- einzuzahlen, ansonsten auf das Rechtsmittel nicht eingetreten werde. Der Kostenvorschuss ging innert Frist nicht ein. Auf die Beschwerde ist androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.
Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Dem Beschwerdegegner 2 ist keine Entschädigung auszurichten, weil er vor Bundesgericht keine Umtriebe hatte.
Auf die Beschwerde wird nicht eingetreten.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Solothurn, Beschwerdekammer, schriftlich mitgeteilt.

The complaint could not be heard because the advance on costs was not paid within the prescribed time.
After the appellant was granted an initial deadline and an extended statutory deadline, the requested advance remained unpaid. The court therefore had to refuse entry under Art. 108 BGG.
