Die Vorinstanz trat am 3. Dezember 2013 gestützt auf ihre Haupterwägung auf eine Beschwerde nicht ein, weil der Beschwerdeführer nicht legitimiert war (Beschluss S. 4 E. 1.2). Zur Frage der Legitimation äussert sich der Beschwerdeführer vor Bundesgericht nicht, weshalb seine Eingabe die Anforderungen von Art. 42 Abs. 2 BGG nicht erfüllt. Da die Haupterwägung den Ausgang der Sache besiegelt, muss sich das Bundesgericht mit der Eventualerwägung 2 nicht befassen. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.
Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Auf die Beschwerde wird nicht eingetreten.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zug, I. Beschwerdeabteilung, schriftlich mitgeteilt.
