Der Präsident zieht in Erwägung:

Das Stadtrichteramt Zürich verurteilte den Beschwerdeführer mit Strafbefehl vom 25. Mai 2012 wegen Überschreitens der signalisierten Höchstgeschwindigkeit mit einer Busse von Fr. 370.--. Das Bezirksgericht Zürich schrieb ein dagegen gerichtetes Einspracheverfahren am 14. November 2013 als durch Rückzug erledigt ab, weil der Beschwerdeführer der Hauptverhandlung unentschuldigt fernblieb. Eine dagegen gerichtete Beschwerde wies das Obergericht des Kantons Zürich am 30. Januar 2014 ab. Der Beschwerdeführer beantragt beim Bundesgericht, alle drei Entscheide zu annullieren und die Sache zu überprüfen.

Gegenstand des bundesgerichtlichen Verfahrens kann nur sein, ob das Bezirksgericht das Einspracheverfahren aus formellen Gründen abschreiben durfte. Da sich der Beschwerdeführer damit nicht befasst, genügt die Eingabe den Anforderungen von Art. 42 Abs. 2 BGG nicht. Die Vorinstanz hat sich materiell zur Sache nicht geäussert, weshalb dies auch das Bundesgericht nicht tun kann. Die Vorbringen des Beschwerdeführers sind nicht zu hören. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das nachträglich gestellte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
