The Criminal Division of the Federal Supreme Court held that the appellant’s submission did not challenge the decisive cantonal inadmissibility reasoning and therefore failed to satisfy the federal reasoning requirements. The complaint was not entered into under Art. 108 BGG. The request for free legal aid was refused because the appeal was hopeless. Court costs of CHF 500 were imposed on the appellant, taking his financial situation into account.
Art. 42 Abs. 2 BGG, Art. 108 BGG; admissibility of a complaint depends on addressing the decisive reasoning of the challenged decision. If the appellant fails to engage with the cantonal court’s operative inadmissibility ground, the Federal Supreme Court will not enter into the matter and need not examine alternative subsidiary reasoning (consid. 1). A request for free legal aid must be refused where the remedy is devoid of prospects of success; in fixing court costs, the court may take account of the party’s financial situation (consid. 2).

Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid wurde auf einen Rekurs des Beschwerdeführers nicht eingetreten, weil das Rechtsmittel nicht zulässig war (E. II/1). Mit der Frage der Zulässigkeit des kantonalen Rechtsmittels befasst sich der Beschwerdeführer in seiner Eingabe vor Bundesgericht nicht, weshalb diese den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht genügt. Unter diesen Umständen bleibt es beim angefochtenen Entscheid, ohne dass sich das Bundesgericht zur Eventualerwägung II/2 äussern müsste (BGE 133 IV 119 E. 6.3; 121 IV 94 E. 1b). Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
