The appellant challenged two decisions of the Bern cantonal appeal chamber before the Federal Supreme Court. After being granted two deadlines to pay court advances of CHF 1,000 each, he failed to pay them within the time limits. The Federal Supreme Court therefore did not enter into the complaints under Art. 108 BGG and ordered the appellant to bear court costs of CHF 800.
Art. 108 BGG; non-payment of the required court advance after express warning leads to non-entry on the appeal. If the advance is not paid within the set deadline and the consequence of non-entry has been announced, the appeal is inadmissible in summary procedure. Court costs are charged to the appellant pursuant to Art. 66 Abs. 1 BGG.

Der Präsident zieht in Erwägung:

Dem Beschwerdeführer wurden mit Verfügungen vom 9. Juni 2009 und 8. Juli 2009 Fristen bis zum 30. Juni 2009 und 31. August 2009 angesetzt, um dem Bundesgericht zwei Kostenvorschüsse von je Fr. 1'000.-- einzuzahlen, ansonsten auf die Rechtsmittel nicht eingetreten werde. Die Kostenvorschüsse wurden innert Frist nicht geleistet. Auf die Beschwerden ist androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerden wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Anklagekammer, schriftlich mitgeteilt.
