X. filed a complaint against a letter of the Zurich High Court that had refused to open proceedings and file her submission. The Federal Supreme Court held that her filing did not show any violation of federal law within the meaning of Art. 95 BGG and did not satisfy the reasoning requirements. The complaint was therefore not entered into under Art. 108 BGG. In view of the circumstances, the Court exceptionally waived court costs.
Art. 95, 108 BGG; requirements for a federal complaint and summary non-entry: a submission must identify, in a reasoned manner, the federal-law error allegedly committed by the previous instance. Mere references to unrelated texts or general dissatisfaction do not satisfy the substantiation requirement. If the complaint manifestly lacks such reasoning, the single judge may not enter into it in the procedure under Art. 108 BGG; costs may exceptionally be waived.

Am 14. Mai 2013 teilte das Obergericht des Kantons Zürich der Beschwerdeführerin mit, sie habe diverse Unterlagen "zur Kenntnisnahme und weiteren Verarbeitung" eingereicht und ausdrücklich angemerkt, sie reiche kein Rechtsmittel ein, "da meine Beschwerden nie Ihren Anforderungen entsprechen", weshalb kein Verfahren eröffnet und die Eingabe abgelegt werde. Was daran gegen das Recht im Sinne von Art. 95 BGG verstossen könnte, ist der Eingabe der Beschwerdeführerin vom 19. Mai 2013 nicht zu entnehmen, da darin nur das Buch Mose und ein Buch von Altbundesrat Leuenberger zitiert werden. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.
Ausnahmsweise kann auf eine Kostenauflage verzichtet werden.
Auf die Beschwerde wird nicht eingetreten.
Es werden keine Gerichtskosten erhoben.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
