Der Einzelrichter zieht in Erwägung:

X.________ erstattete am 13. April 2012 Strafanzeige gegen Y.________ und Z.________, Mitarbeiterinnen des Sozialzentrums A.________, u.a. wegen übler Nachrede. Die Staatsanwaltschaft nahm die Strafuntersuchung am 29. August 2012 nicht anhand und das Obergericht des Kantons Zürich wies die dagegen gerichtete Beschwerde am 6. Mai 2013 ab. Gegen diesen Beschluss führt X.________ Beschwerde in Strafsachen. Er beantragt die Aufhebung des angefochtenen Beschlusses, stellt ein Entschädigungs- und Genugtuungsbegehren und verlangt die Amtsenthebung der angezeigten Personen und eine schriftliche Entschuldigung.

Als Privatkläger ist der Beschwerdeführer zur Beschwerdeführung befugt, sofern sich der angefochtene Entscheid auf seine Zivilansprüche auswirken kann (Art. 81 Abs. 1 lit. b Ziff. 5 BGG). Das ist hier nicht der Fall. Nach § 6 Abs. 1 des kantonalen Haftungsgesetzes vom 14. September 1969 (HG/ZH; LS 170.1) haftet der Kanton Zürich für den Schaden, den Angestellte des Kantons oder der Gemeinden im Sinne von § 1 und 2 HG in Ausübung ihrer amtlichen Verpflichtungen einem Dritten widerrechtlich zufügen. Der Beschwerdeführer kann gegen die angezeigten Personen somit keine Zivilforderungen geltend machen. Es fehlt ihm die auf materielle Fragen erweiterte Beschwerdelegitimation nach Art. 81 Abs. 1 lit. b Ziff. 5 BGG.

Soweit der Beschwerdeführer Parteirechte beansprucht, erfüllt die Beschwerde die Voraussetzungen der Begründungsanforderungen von Art. 42 Abs. 2 und Art. 106 Abs. 2 BGG nicht (vgl. BGE 136 I 49 E. 1.4.1 S. 53, 65 E. 1.3.1 S. 68 mit Hinweisen). Er legt nicht dar, inwiefern die vorinstanzlichen Erwägungen zum Vorwurf der Befangenheit der kantonalen Staatsanwälte rechts- bzw. verfassungswidrig sein könnten. Der Begründungsmangel ist offensichtlich. Auf die Beschwerde ist nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
