Beschwerde gegen den Entscheid der Anklagekammer des Kantons St. Gallen vom 29. April 2010.
Der Präsident zieht in Erwägung:

Für die Rüge jeder Rechtsverletzung, die bei der Anwendung von materiellem Strafrecht oder Strafprozessrecht begangen wird, steht die Beschwerde in Strafsachen gemäss Art. 78 ff. BGG zur Verfügung. Die vom Beschwerdeführer als Beschwerde in öffentlich-rechtlichen Angelegenheiten bezeichnete Eingabe ist als Beschwerde in Strafsachen entgegenzunehmen.

Der Beschwerdeführer wirft Mitarbeitern des Ausländeramts des Kantons St. Gallen vor, sie hätten ohne gesetzliche Grundlage von ihm verlangt, er müsse das Gesuch zur Erteilung der ihm bereits im Juli 2009 zugesicherten Aufenthaltsbewilligung persönlich in der Türkei bei der Schweizer Botschaft einreichen, obwohl das Gesuch bereits vollständig von seinem Anwalt schriftlich beim Ausländeramt eingereicht worden sei. Die Beschwerde vor Bundesgericht richtet sich dagegen, dass in Bezug auf seine Anzeige wegen Amtsmissbrauchs und versuchter Nötigung im angefochtenen Entscheid kein Strafverfahren eröffnet wurde.

Da die Staatsanwaltschaft am kantonalen Verfahren beteiligt war, ist der Beschwerdeführer kein Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Da er durch die angezeigten Straftaten in seiner körperlichen, psychischen oder sexuellen Integrität nicht unmittelbar beeinträchtigt wurde, ist er auch nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 1 Abs. 1 OHG. Als Geschädigter, der nicht Opfer ist, ist er zur vorliegenden Beschwerde nicht legitimiert (BGE 136 IV 29). Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
