Der Einzelrichter zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass auf eine Strafanzeige wegen Betrugs nicht eingetreten und ein dagegen gerichteter Rekurs abgewiesen wurden. Die Legitimationsvoraussetzungen zur Beschwerde in Strafsachen ergeben sich aus Art. 81 Abs. 1 BGG. Entgegen seiner Annahme ist der Beschwerdeführer nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG, weil die angezeigte Straftat ein Vermögensdelikt ist und eine unmittelbare Beeinträchtigung seiner psychischen Integrität weder ersichtlich noch belegt ist (vgl. Art. 1 Abs. 1 OHG). Als Anzeigesteller bzw. blosser Geschädigter ist er zur Beschwerde aber nicht legitimiert (BGG 133 IV 228). Da er auch sonst kein rechtlich geschütztes Interesse an der Aufhebung oder Änderung des angefochtenen Entscheids hat, ist auf seine Beschwerde im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Strafgericht Basel-Stadt, Präsidentin der Rekurskammer, schriftlich mitgeteilt.
