The Federal Supreme Court held that the appellant's submissions against the cantonal judgment on conversion of a CHF 40 fine into one day of detention did not satisfy the reasoning requirements for a federal appeal. Because the brief was largely unintelligible and failed to show a violation of federal law, the court issued a non-entry decision. It also rejected the request for free legal aid as hopeless and ordered reduced court costs of CHF 500 against the appellant.

Submissions that do not engage with the reasoning of the cantonal judgment and merely assert unspecific grievances fail to satisfy the statutory reasoning requirement and justify non-entry in summary procedure. Where the appeal is hopeless, free legal aid under Art. 64 BGG is excluded. Court costs are allocated to the losing party under Art. 66 Abs. 1 BGG; the fee may be reduced in consideration of financial hardship under Art. 65 Abs. 2 BGG.

Der Einzelrichter zieht in Erwägung:

Nachdem zunächst unklar war, was der Beschwerdeführer mit seinen Eingaben bezweckt (vgl. act. 1 - 9), ergibt sich aus seinem Schreiben vom 5. August 2009 (act. 10), dass er Beschwerde beim Bundesgericht erheben will.

Im angefochtenen Entscheid wurde im Zusammenhang mit einer Bussenumwandlung eine Berufung des Beschwerdeführers abgewiesen. Die Vorinstanz stellte unter anderem fest, dass es ihm aus finanziellen Gründen ohne weiteres möglich gewesen wäre, die Busse von lediglich Fr. 40.-- zu begleichen (angefochtener Entscheid S. 4 E. 1.3.2.). Da er die Busse schuldhaft nicht bezahlt habe, sei sie durch den Präsidenten des Bezirksgerichts Baden gestützt auf Art. 49 Ziff. 3 Abs. 3 aStGB zu Recht in einen Tag Haft umgewandelt worden (angefochtener Entscheid S. 5 E. 1.4.). Der Beschwerdeführer müsste in einer Beschwerde ans Bundesgericht in gedrängter Form darlegen, inwiefern die Ausführungen der Vorinstanz das Recht im Sinne von Art. 95 BGG verletzen (Art. 42 Abs. 2 BGG). Diesen Voraussetzungen genügt die Beschwerde nicht. Darin wird zum Beispiel geltend gemacht, "solange Sie mir nicht beweisen können, dass Sie sich 100 % an 'Recht und Gerechtigkeit' halten, dann haben Sie keine Autorität, um über mich zu verfügen" (Eingabe vom 1. Juli 2009 S. 2). Mit derartigen und ähnlichen Ausführungen kann nicht dargetan werden, dass die Vorinstanz das Recht im Sinne von Art. 95 BGG verletzt hat. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Aargau, Strafgericht, 2. Kammer, schriftlich mitgeteilt.
