The appellant challenged the refusal to open a criminal investigation in a defamation matter. The Federal Supreme Court held that her filing did not satisfy the reasoning requirements because she failed to address the decisive timeliness issue and did not properly contest the cost order. The court therefore did not enter into the complaint. It also rejected the request for free legal aid as the appeal was hopeless and imposed reduced court costs of CHF 500 on the appellant.

Court costs may be imposed on the losing party under Art. 66 Abs. 1 BGG and moderated under Art. 65 Abs. 2 BGG in view of limited means.

Der Präsident zieht in Erwägung:

Beim Versand der Verfügung betreffend Kostenvorschuss, die die Beschwerdeführerin auf der Post nicht abgeholt hat, wurde übersehen, dass sie ein Gesuch um unentgeltliche Rechtspflege stellt. Der Umstand, dass sie den Kostenvorschuss nicht bezahlt hat, ist für den Ausgang des vorliegenden Verfahrens folglich irrelevant.

Die Beschwerde richtet sich dagegen, dass auf eine wegen Ehrverletzung eingereichte Strafanzeige hin keine Strafuntersuchung eröffnet wurde, weil die Beschwerdeführerin die Anklage vor Gericht nicht rechtzeitig erhoben hatte (angefochtener Entscheid S. 4). Mit der Frage der Rechtzeitigkeit der Anklagerhebung befasst sich die Beschwerdeführerin vor Bundesgericht nicht. Die Beschwerde genügt folglich den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht. Soweit die Beschwerdeführerin im Übrigen die Kostenauflage durch die Vorinstanz mit dem Hinweis darauf bemängelt, dass sie Sozialhilfeempfängerin sei, sagt sie nicht, welche Bestimmung bzw. welches Grundrecht eine solche Kostenauflage ausgeschlossen hätten. Die Beschwerde ist auch in diesem Punkt nicht hinreichend begründet. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind der Beschwerdeführerin aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege und Verbeiständung ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage der Beschwerdeführerin ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden der Beschwerdeführerin auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
