Court costs are generally borne by the unsuccessful party under Art. 66 Abs. 1 BGG, with the party’s financial circumstances to be considered under Art. 65 Abs. 2 BGG.

Eine Beschwerde ans Bundesgericht ist innert 30 Tagen nach der Eröffnung der vollständigen Ausfertigung des angefochtenen Entscheids einzureichen (Art. 100 Abs. 1 BGG). Gemäss Empfangsbestätigung wurde der angefochtene Entscheid am 11. Juni 2013 zugestellt. Die Beschwerde hätte daher spätestens am 11. Juli 2013 bei der schweizerischen Post eingegangen sein müssen. Die Eingabe vom 2. August (Eingang bei der Post am 3. August) 2013 ist verspätet. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.
Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Auf die Beschwerde wird nicht eingetreten.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
Dieses Urteil wird den Parteien und dem Appellationsgericht des Kantons Basel-Stadt, Ausschuss, schriftlich mitgeteilt.
