Der Einzelrichter zieht in Erwägung:

Der Beschwerdeführer wendet sich dagegen, dass auf seine Einsprache gegen einen Strafbefehl nicht eingetreten wurde, weil er der Hauptverhandlung unentschuldigt ferngeblieben war. Er hatte nach der Vorladung auf den 6. August 2012 mitgeteilt, dass er vom 25. Juli bis zum 15. August 2012 in den Ferien sei, worauf ihm der Einzelrichter mit Schreiben vom 16. Juli 2012 eine Nachfrist von zehn Tagen ansetzte, um Belege über die Ferienabwesenheit einzureichen, ansonsten sein Gesuch um Verschiebung als zurückgezogen bzw. abgewiesen gelte. Der Beschwerdeführer holte das Schreiben nicht ab und erschien auch nicht zur Hauptverhandlung (angefochtener Entscheid S. 2).

Die Vorinstanz stellt fest, das Schreiben vom 16. Juli 2012 gelte als zugestellt, nachdem es nicht innert der Abholfrist von sieben Tagen bei der Post abgeholt wurde. Der Beschwerdeführer habe seine angeblichen Ferien im Übrigen erst am 25. Juli 2012 angetreten und sei somit noch bis zum letzten Tag der Abholfrist hier anwesend gewesen (vgl. angefochtenen Entscheid S. 3 E. 4). Zu dieser entscheidenden Erwägung der Vorinstanz äussert sich der Beschwerdeführer nicht. Da die Beschwerde folglich den Anforderungen von Art. 42 Abs. 2 BGG nicht genügt, ist darauf im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das nachträglich gestellte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der Beschwerdeführer weiss seit dem Verfahren 6B_394/2012, dass ein Gesuch um unentgeltliche Rechtspflege Angaben zu seinen finanziellen Verhältnissen enthalten muss (Urteil vom 25. Oktober 2012). Da sich auch im neuen Gesuch keine solchen Angaben finden, kommt eine Reduktion der Gerichtskosten nicht in Betracht.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
