Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich gegen zwei Entscheide der Anklagekammer des Kantons St. Gallen. Dem Beschwerdeführer wurden deshalb in Anwendung von Art. 62 BGG mit zwei Verfügungen vom 17. September 2008 eine Frist bis zum 8. Oktober 2008 sowie mit zwei weiteren Verfügungen vom 16. Oktober 2008 eine Nachfrist bis zum 6. November 2008 angesetzt, um dem Bundesgericht zwei Kostenvorschüsse von insgesamt Fr. 4'000.-- einzuzahlen, ansonsten auf das Rechtsmittel nicht eingetreten werde. Die Kostenvorschüsse wurden nicht geleistet. Auf die Beschwerde ist deshalb androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 1'000.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
