Der Einzelrichter zieht in Erwägung:

Dem Beschwerdeführer wurden mit Verfügungen vom 13. August und 11. September 2013 eine Frist und die gesetzlich vorgeschriebene Nachfrist angesetzt bis zum 25. September 2013, um dem Bundesgericht einen Kostenvorschuss von Fr. 800.-- einzuzahlen, ansonsten auf das Rechtsmittel nicht eingetreten werde. Der Kostenvorschuss ging nicht ein. Auf die Beschwerde ist androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.

Dieses Urteil wird den Parteien und dem Obergericht von Appenzell Ausserrhoden, 1. Abteilung, schriftlich mitgeteilt.
