X.________ appealed to the Federal Supreme Court against the Glarus cantonal president’s decision upholding the discontinuance of a criminal investigation. The Court accepted that she could in principle have standing as an alleged victim, but held that her filing did not meet the reasoning requirements of Art. 42(2) BGG. The appeal was therefore not entered into under Art. 108 BGG. Free legal aid was refused because the appeal was hopeless, and court costs of CHF 500 were imposed on the appellant.

Free legal aid under Art. 64 BGG is excluded where the remedy is manifestly hopeless.

Der Präsident zieht in Erwägung:

Die Beschwerdeführerin wendet sich dagegen, dass das Verhöramt des Kantons Glarus eine Strafuntersuchung gegen eine Familie und gegen mehrere Behördenvertreter einstellte und die Vorinstanz im angefochtenen Entscheid eine dagegen gerichtete kantonale Beschwerde abwies. Die Vorwürfe des Telefonterrors und des Stalkings seien nicht nachweisbar. Bei den Behördenvertretern, die mit gesetzlichem Auftrag gehandelt hätten, seien keine Anzeichen für strafbare Handlungen ersichtlich (angefochtener Entscheid S. 4 E. 3).
Gemäss dem angefochtenen Entscheid ist davon auszugehen, dass die Beschwerdeführerin behauptet, Opfer im Sinne des OHG zu sein (angefochtener Entscheid S. 4 E. 2). Folglich ist sie in Anwendung von Art. 81 Abs. 1 lit. b Ziff. 5 BGG grundsätzlich zur vorliegenden Beschwerde legitimiert.
Gemäss Art. 42 Abs. 2 BGG müsste die Beschwerdeführerin darlegen, dass und inwieweit der angefochtene Entscheid ihrer Ansicht nach gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen soll. In der Beschwerde werden indessen nur verschiedene Vorwürfe an die Adresse einer Vielzahl von Personen erhoben, ohne dass ersichtlich wäre, inwieweit die Vorwürfe zuträfen oder die Beschuldigten sich strafbar gemacht hätten. So wirft die Beschwerdeführerin zum Beispiel Behördenvertretern vor, sie seien an einem Schlüsselbeinbruch ihres Kindes schuld (Beschwerde S. 3 Ziff. 5, S. 4 Ziff. 1.1), ohne dass aus der Beschwerde die genauen Umstände dieses Ereignisses ersichtlich wären.
Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind der Beschwerdeführerin aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage der Beschwerdeführerin ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden der Beschwerdeführerin auferlegt.
4.
Dieses Urteil wird den Parteien und dem Kantonsgerichtspräsidenten des Kantons Glarus schriftlich mitgeteilt.
