Beschwerde gegen den Beschluss des Verfahrensgerichts in Strafsachen des Kantons Basel-Landschaft vom 14. September 2009 (420 09 25).
Der Präsident zieht in Erwägung:

Der Beschwerdeführer wirft der Beiständin seiner Tochter vor, sie habe anstellte des gerichtlich angeordneten unbeaufsichtigten ein begleitetes Besuchsrecht etablieren wollen und zudem seine Ehefrau bei deren Plänen unterstützt, nach Italien zu ziehen (angefochtener Entscheid S. 4 E. 5). Die Beschwerde richtet sich dagegen, dass das Statthalteramt auf die Eröffnung eines Strafverfahrens gegen die Beiständin verzichtete und die Vorinstanz im angefochtenen Entscheid eine dagegen gerichtete Beschwerde abwies, soweit darauf eingetreten wurde. Das Statthalteramt, bei dem es sich neben der Staatsanwaltschaft des Kantons Basel-Landschaft um ein Organ der Strafverfolgung handelt (§ 26 GOG/BL), war indessen am kantonalen Verfahren beteiligt, weshalb der Beschwerdeführer nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG ist. Zudem ist nicht ersichtlich und ergibt sich insbesondere nicht aus der Beschwerde, dass und inwieweit der Beschwerdeführer durch das Verhalten der Beiständin in seiner körperlichen oder psychischen Integrität unmittelbar beeinträchtigt worden wäre, und dass und inwieweit sich der angefochtene Entscheid auf die Beurteilung ihm zustehender Zivilansprüche gegen die Beiständin auswirken könnte. Deshalb ist der Beschwerdeführer auch nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 1 Abs. 1 OHG. Als Geschädigter, der nicht Opfer ist, ist er zur vorliegenden Beschwerde nicht legitimiert. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Verfahrensgericht in Strafsachen des Kantons Basel-Landschaft schriftlich mitgeteilt.
