Nach Einsicht
in die Beschwerde des P.________ vom 20. Juli 2009 (Poststempel) gegen einen Entscheid des Verwaltungsgerichts des Kantons Luzern,

in die nach Erlass der Verfügung vom 21. Juli 2009 betreffend fehlende Beilagen (vorinstanzlicher Entscheid) dem Bundesgericht am 24. und 29. Juli sowie 4. und 12. August 2009 zugegangenen Eingaben mit verschiedenen Beilagen,

in Erwägung,
dass der Beschwerdeführer den ihm vom Gericht gemäss Art. 42 Abs. 5 BGG angezeigten Formmangel der fehlenden Beilagen (vorinstanzlicher Entscheid) nicht innerhalb der mit Verfügung vom 21. Juli 2009 angesetzten, am 25. August 2009 abgelaufenen (Art. 44 - 48 BGG) Nachfrist behoben hat,

dass deshalb androhungsgemäss vorzugehen und auf die Beschwerde wegen offensichtlicher Unzulässigkeit im vereinfachten Verfahren nach Art. 108 BGG nicht einzutreten ist,

dass hieran auch die Eingaben vom 24. und 29. Juli sowie 4. und 12. August 2009 nebst den zahlreichen Beilagen nichts ändern, weil diese verschiedenartige Verfahren betreffen und der Beschwerdeführer den angefochtenen vorinstanzlichen Entscheid innert der ihm mit Verfügung vom 21. Juli 2009 gesetzten Nachfrist nicht eingereicht und damit den ihm vom Gericht angezeigten Mangel nicht behoben hat,

dass überdies die Eingaben des Beschwerdeführers den in Art. 42 Abs. 1 und 2 BGG statuierten Formerfordernissen offensichtlich nicht zu genügen vermögen, weshalb auch insoweit ein offensichtlich unzulässiges Rechtsmittel (Art. 108 BGG) vorliegt (vgl. BGE 134 II 244 E. 2.1 S. 245 f.),

dass für das bundesgerichtliche Verfahren ausnahmsweise keine Kosten erhoben werden (Art. 66 Abs. 1 Satz 2 BGG),
dass in den Fällen des Art. 108 Abs. 1 BGG der Abteilungspräsident zuständig ist,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Luzern und dem Staatssekretariat für Wirtschaft schriftlich mitgeteilt.
