que selon l'art. 100 al. 1 LTF, un recours au Tribunal fédéral doit être déposé dans les trente jours qui suivent la notification de l'expédition complète du jugement entrepris,
que par ailleurs, le recours doit indiquer, entre autres exigences, les conclusions, les motifs et les moyens de preuve, en exposant succinctement en quoi l'acte attaqué est contraire au droit (art. 42 al. 1 et 2 LTF),
qu'en l'occurrence, la recourante allègue avoir pris connaissance du jugement entrepris le 13 août 2009, de sorte que le recours, qui a été remis le 14 septembre 2009, à l'adresse du Tribunal fédéral, à un bureau de poste à Dakar, et non à La Poste suisse ou à une représentation diplomatique ou consulaire suisse (cf. art. 48 al. 1 LTF), est tardif,
qu'en outre, le recours ne permet pas de déterminer quelle décision exactement la recourante entend obtenir, ni ne contient de motivation répondant aux exigences de l'art. 42 LTF, la recourante se limitant à citer diverses dispositions légales - dont une partie semble sans rapport avec le litige - sans préciser en quoi le jugement entrepris contreviendrait à ces dispositions,
que partant, le recours doit être déclaré irrecevable, sans frais (art. 66 al. 1, 2ème phrase LTF), selon la procédure simplifiée de l'art. 108 al. 1 et 2 LTF,

par ces motifs, le Juge unique prononce:

Le recours est irrecevable.

Il n'est pas perçu de frais judiciaires.

Le présent arrêt est communiqué aux parties et au Tribunal administratif de la République et canton de Genève.
