Par l'impression et le transfert à un tiers pour un usage commercial privé d'informations confidentielles internes à l'administration, la recourante s'est rendue coupable d'une violation du secret de fonction condamnée par le Tribunal de police. Ces infractions sont de nature à justifier la cessation immédiate des rapports de travail, dès lors qu'il y a violation des devoirs élémentaires imposés aux membres du personnel de l'Etat. La suspension de la recourante avec suppression de son traitement apparaît comme globalement proportionnée, eu égard au fait qu'elle a déjà fait l'objet d'un précédent avertissement et qu'elle perçoit les indemnités de chômage. La suspension provisoire avec suppression de traitement est justifiée à l'égard d'une fonctionnaire qui a violé son secret de fonction en imprimant des extraits de fichiers informatisés (dont le fichier de l'office cantonal de la population) en vue de les utiliser à des fins privées, dans le cadre d'une activité commerciale autorisée. L'intéressée avait été pénalement condamnée à une amende pour ces faits. Les fautes commises apparaissaient de nature à justifier une cessation des rapports de travail
