La fermeté de la sanction s'explique enfin par les antécédents du recourant pour des faits similaires. Amende de CHF 11'000.- prononcée à l'encontre d'un architecte qui a procédé à trois reprises à des travaux avant d'obtenir leur autorisation et qui a déjà fait l'objet de sanctions pour des faits similaires.
