The court annulled the withdrawal of approval of an unemployment course. Art. 60-64 LACI; withdrawal of approval of a course for unemployed persons. A supervisory authority may revoke approval only on sufficiently substantiated grounds; an abstract dissatisfaction or unconvincing criticism is insufficient where the course implementation and participant feedback indicate proper functioning. The proportionality of the measure must be assessed in light of the concrete circumstances; where the reasons relied upon do not withstand review, the revocation is to be annulled.
