Un débiteur qui, après avoir été en insolvabilité durable, rembourse au Scarpa une somme de trois mille six cent francs, tout en proposant de s'acquitter de mille huit cent francs le mois suivant ne peut plus être considéré comme étant toujours dans une telle situation; de tels indices suffisent à fonder une demande de réexamen auprès de ce service. Cependant, le Scarpa est en droit d'affecter prioritairement les montants précités au remboursement de l'avance consentie par l'Etat, plutôt qu'à l'entretien des enfants de la recourante.
