Materielle Voraussetzung für die Verweigerung des ordentlichen Stufenanstiegs ist Ungenügen in Leistung oder Verhalten (§ 30 PG). Im angefochtenen Entscheid wird dem Beschwerdeführer einzig eine ungenügende Leistung vorgeworfen.

Der Beschwerdeführer bestreitet in seiner Verwaltungsbeschwerde nicht, dass er während der Arbeitszeit verschiedentlich Alkohol getrunken hat und betrunken war. Ein solches Verhalten und die Leistungen eines betrunkenen Mitarbeiters können nicht zufriedenstellen.

Ob dem Beschwerdeführer ein persönliches Verschulden vorgeworfen werden kann oder ob seine Alkoholsucht auf eine "unverschuldete" Krankheit zurückzuführen ist, muss nicht geprüft werden. Der Stufenanstieg kann ihm nur gewährt werden, wenn er die von ihm erwartete Leistung zufriedenstellend erbracht hat. Bei ungenügender Leistung ist ihm der Stufenanstieg auch dann zu verweigern, wenn sein Ungenügen auf eine unverschuldete Krankheit zurückzuführen ist. Die Leistung ist ausschliesslich nach objektiven Kriterien zu beurteilen, d. h. es spielt keine Rolle, ob ein Ungenügen auf ein Nichtkönnen oder Nichtwollen zurückzuführen ist (Botschaft zum PG, GR 1986, S. 617 und 629).
