The Regierungsrat held that sufficient road access is a condition for a building permit under Art. 4 BauG. In assessing whether access is sufficient, it is immaterial whether the access road belongs to one owner or several. The only relevant factor is whether the currently usable carriageway can accommodate the additional burden caused by the proposed construction.

Es kommt vielmehr einzig und allein darauf an, ob heute die tatsächlich nutzbare Fahrbahnfläche der zusätzlichen Beanspruchung zu genügen vermag oder nicht.
