Aus den Erwägungen:

Ein junger Mann wurde schwer verletzt an einer Bahnlinie gefunden. Die Fundstelle liegt im Bereich einer gegen das Bahntrassee steil abfallenden rund 20 Meter hohen Böschung. Der Verletzte wurde vorerst in ein Regionalspital und später in ein Paraplegikerzentrum überführt. Die Staatsanwaltschaft trat auf eine Strafanzeige gegen Unbekannt gestützt auf Art. 168 StP nicht ein, weil keine konkreten Hinweise auf ein Verschulden einer Drittperson am Absturz des jungen Mannes vorlägen, weshalb von einem Unfall und nicht von einer strafbaren Handlung auszugehen sei. Auf seine Beschwerde hin hob die Anklagekammer die Nichteintretensverfügung auf.

Aus den Erwägungen:

  1. Bei möglichen Delikten mit schwerwiegendem Ausgang ist grundsätzlich die Eröffnung einer Untersuchung angezeigt. Bei gravierenden Folgen besteht ein erhöhter und umfassender Abklärungsbedarf, welcher die Führung von eingehenden Ermittlungen bedingt und nicht mit einem Nichteintretensentscheid erledigt werden kann. So kann insbesondere nicht einfach passiv zugewartet werden, bis sich allfällige weitere Hinweise für ein strafbares Verhalten ergeben, vielmehr sind die erforderlichen und möglichen Untersuchungshandlungen aktiv vorzunehmen.
