The appellant appealed a State Council decision confirming the municipality's refusal of a building permit for relocating and converting a shed/henhouse. Withdrawal of an administrative appeal before judgment; the proceedings become moot and are struck from the docket. In such a situation, the court need not examine the merits of the challenged administrative decision.
