The appellant challenged the State Council's approval of a detailed land-use plan. At the hearing on 3 May 1996, he stated that he was withdrawing the appeal. The Territorial Planning Court therefore held that the case had become moot and ordered the appeal struck from the docket. It further decided that no court fees or costs would be collected.
Withdrawal of an appeal renders the proceedings moot; the appellate court may strike the case from the docket. In such circumstances, and absent special reasons, no court fees or costs are charged (consid. 1-2).
