The appellant challenged a State Council resolution approving certain AP/EP zoning proposals of a municipality. At the hearing, the appellant withdrew the appeal. The Territorial Planning Court held that the case had become moot, struck the appeal from the docket, and ordered that no fees or costs be levied.
