preso atto che con lettera 2/3 ottobre 2003 il ricorrente ha comunicato di ritirare l'impugnativa;
considerato pertanto che il procedimento è così esaurito;
decreta:
Il ricorso è stralciato dai ruoli.
Non si prelevano né tasse, né spese.
