PER CURIAM:
James Lee Cecil, Jr., appeals the district court’s order granting Defendants summary
judgment in Cecil’s 42 U.S.C. § 1983 civil rights action. We have reviewed the record and
find no reversible error. Accordingly, we affirm the district court’s order. Cecil v.
Bowman, No. 7:20-cv-00349-EKD-JCH (W.D. Va. June 22, 2023). We deny as
unnecessary Bowman’s motion to supplement the record on appeal. We dispense with oral
argument because the facts and legal contentions are adequately presented in the materials
before this court and argument would not aid the decisional process.
AFFIRMED
