13 CAR § 3-101 Mission {#sec-13-car-3-101 omnilex-key=us-ar-regs-official--title-13-part-3--13 CAR § 3-101}

13 CAR § 3-101. Mission.

The mission of the Arkansas State Library is to:

(1) Serve as the information resource center for state agencies, legislators, and legislative staffs;

(2) Provide guidance and support for the development of local public libraries and library services; and

(3) Provide the resources, services, and leadership necessary to meet the educational, informational, and cultural needs of the citizens of Arkansas.

13 CAR § 3-102 Purpose {#sec-13-car-3-102 omnilex-key=us-ar-regs-official--title-13-part-3--13 CAR § 3-102}

13 CAR § 3-102. Purpose.

(a) It is the purpose of this part to formalize a process and set reasonable guidelines to make assistance available to address the needs of public libraries and literacy councils in the state of Arkansas.

(b) This part is specifically for the purpose of establishing standards for distributing available Development and Enhancement Funds administered by the Arkansas State Library.

13 CAR § 3-103 Definitions {#sec-13-car-3-103 omnilex-key=us-ar-regs-official--title-13-part-3--13 CAR § 3-103}

13 CAR § 3-103. Definitions.

(a) As used in this part, the applying institution must be a “public library” located in Arkansas which is duly established and recognized pursuant to Arkansas Code §§ 13-2-401, 13-2-501, and 13-2-901, and those libraries which have been determined by the Arkansas State Library to be functioning as a “public library”.

(b) As used in this part, the applying institution must be a “literacy council” located in Arkansas which is recognized by Arkansas Literacy Councils, Inc. and those councils which have been determined by the Arkansas State Library to be functioning as a “literacy council”.

(c) “ASL” means the Arkansas State Library.

(d) “ALC” means Arkansas Literacy Councils, Inc.

(e) “GIF” means General Improvement Fund.

13 CAR § 3-104. Focus area.

(a) To aid Arkansas public libraries and literacy councils in funding:

(1) Technology;

(2) Equipment;

(3) Books;

(4) Supplies;

(5) Construction;

(6) Renovation;

(7) Repair;

(8) Improvement; and

(9) Operating expenses.

(b) Priorities may be designated by the State Library Board and/or Arkansas State Library based on regulatory authority found in Arkansas Code §§ 13-2-205 and 13-2-207.

13 CAR § 3-105 Eligibility {#sec-13-car-3-105 omnilex-key=us-ar-regs-official--title-13-part-3--13 CAR § 3-105}

13 CAR § 3-105. Eligibility.

(a) Public libraries and literacy councils wishing to be considered for funding must complete a grant application supplied by the Arkansas State Library.

(b)(1) Grant applications will be evaluated and scored on criteria developed by the Arkansas State Library and/or the State Library Board.

(2) These criteria will be outlined in the guidelines.

13 CAR § 3-106. Administration.

The Development and Enhancement Funds will be administered by the State Library Board.

13 CAR § 3-107 Guidelines {#sec-13-car-3-107 omnilex-key=us-ar-regs-official--title-13-part-3--13 CAR § 3-107}

13 CAR § 3-107. Guidelines.

(a) The Arkansas State Library will develop guidelines for each focus area in 13 CAR § 3-104.

(b) Guidelines will accompany all application forms to interested public libraries and literacy councils upon request.

13 CAR § 3-108 Application {#sec-13-car-3-108 omnilex-key=us-ar-regs-official--title-13-part-3--13 CAR § 3-108}

13 CAR § 3-108. Application.

(a)(1) The Arkansas State Library will develop application forms to be completed by all interested public libraries and literacy councils.

(2) Application forms must be completed and submitted by the deadline designated by the Arkansas State Library.

(b) The Arkansas State Library will develop an application process which will be made available to all applicants.

13 CAR § 3-109 Distribution of Funds {#sec-13-car-3-109 omnilex-key=us-ar-regs-official--title-13-part-3--13 CAR § 3-109}

13 CAR § 3-109. Distribution of Funds.

The State Library Board will budget and distribute Development and Enhancement Funds according to the following:

(1) The Arkansas State Library and/or the board will develop funding priorities and amounts for each focus area to be included in the guidelines and application forms; and

(2) The Arkansas State Library and/or the board reserves the right to determine funding priorities and amounts based on the needs of public libraries and literacy councils.
