27 CAR § 31-101. Generally.

The Secretary of the Department of Finance and Administration, pursuant to his or her authority under Arkansas Code § 27-16-1212, does hereby issue the following rule:

(1) The secretary has determined that the voluntary enhanced identification and security features under the Arkansas Voluntary Enhanced Security Driver’s License and Identification Card Act, Arkansas Code § 27-16-1201 et seq., are necessary to ensure secure commerce and travel by Arkansas citizens within and throughout the State of Arkansas, the United States, and abroad;

(2) The secretary has determined that the United States Congress has not repealed the REAL ID Act of 2005, Pub. L. No. 109-13; and

(3) The date of implementation of the Arkansas Voluntary Enhanced Security Driver's License and Identification Card Act shall be October 1, 2016.
