X.________ appealed against a precautionary withdrawal of his driver's license to the Federal Supreme Court. The Court had ordered him to submit the challenged decision by 21 August 2009, warning that otherwise the filing would be disregarded. He did not do so, and his appeal also failed to satisfy the federal reasoning requirements. In simplified proceedings, the Court therefore declined to enter into the appeal and waived court costs.

An appeal is inadmissible if, despite a judicial warning under Art. 42(5) BGG, the appellant fails to submit the impugned decision within the prescribed period. Independently, the submissions must state, in a reasoned manner, why and in what respect the challenged decision violates federal law; a mere disagreement is insufficient. If these formal requirements are not met, the court may decide in simplified procedure not to enter into the matter. Court costs may be waived under Art. 66(1) BGG.

In Erwägung,
dass X.________ mit Eingabe vom 6. Juli 2009 Beschwerde gegen einen Entscheid der Rekurskommission des Kantons Bern für Massnahmen gegenüber Fahrzeugführern erhoben hat;
dass der angefochtene Entscheid der Beschwerde nicht beilag;
dass das Bundesgericht den Beschwerdeführer unter Hinweis auf Art. 42 Abs. 5 BGG mit Verfügung vom 8. Juli 2009 aufgefordert hat, bis spätestens am 21. August 2009 den angefochtenen Entscheid der Rekurskommission des Kantons Bern für Massnahmen gegenüber Fahrzeugführern beim Bundesgericht einzureichen, ansonsten die Rechtsschrift unbeachtet bleibe;
dass der Beschwerdeführer den angefochtenen Entscheid innert Frist nicht eingereicht hat;
dass die Eingaben auch den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht entsprechen, da sich aus ihnen nicht ergibt, inwiefern der angefochtene Entscheid Recht im Sinne dieser Bestimmung verletzen sollte;
dass daher im vereinfachten Verfahren nach Art. 108 BGG auf die Beschwerde nicht einzutreten ist;
dass auf eine Kostenauflage verzichtet werden kann (Art. 66 Abs. 1 BGG);

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Kosten erhoben.

3.
Dieses Urteil wird dem Beschwerdeführer, dem Strassenverkehrsamt des Kantons Bern und der Rekurskommission des Kantons Bern für Massnahmen gegenüber Fahrzeugführern schriftlich mitgeteilt.
