The appellant withdrew his public-law appeal against the Bern Administrative Court judgment concerning restoration measures for sex salons in Bern. dass der Beschwerdeführer mit Schreiben vom 24. Dezember 2008 seine Beschwerde vom 25. November 2008 zurückgezogen hat;
dass das Beschwerdeverfahren somit als durch Beschwerderückzug erledigt abzuschreiben ist;
dass der Beschwerdeführer die Gerichtskosten zu tragen hat (Art. 66 BGG);
dass keine Parteientschädigungen zuzusprechen sind;
verfügt der Präsident:

Das Verfahren 1C_541/2008 wird infolge Rückzugs der Beschwerde abgeschrieben.
2.
Die Gerichtskosten von Fr. 400.-- werden dem Beschwerdeführer auferlegt.

Es werden keine Parteientschädigungen zugesprochen.

Diese Verfügung wird dem Beschwerdeführer, der Einwohnergemeinde Bern, der Bau-, Verkehrs- und Energiedirektion sowie dem Verwaltungsgericht des Kantons Bern, Verwaltungsrechtliche Abteilung, schriftlich mitgeteilt.
