The appellant withdrew his civil appeal to the Federal Court after the deadline for paying the advance on costs had expired. The President of the Second Civil Law Court took note of the withdrawal and struck the case from the docket. Applying the general rule that the withdrawing party bears the costs, but reducing them because the withdrawal did not generate substantial work, the Court fixed judicial costs at CHF 300 and charged them to the appellant.

Upon withdrawal of the appeal, the Federal Court takes formal note thereof and removes the matter from the docket; the President is competent to decide in summary form under Art. 32 LTF. As a rule, the withdrawing party bears the judicial costs under Art. 66(1) LTF, but the costs may be reduced or waived under Art. 66(2) LTF where the withdrawal occurs without causing considerable work to the court. The mere fact that the withdrawal is filed at the expiry of a deadline set for the advance on costs does not preclude a reduction, if the procedural effort remains limited.

Vu:
le recours en matière civile interjeté le 28 février 2014 par A.________ contre l'arrêt rendu le 24 janvier 2014 par la Chambre civile de la Cour de justice du canton de Genève;
la lettre du 19 mars 2014 par laquelle le recourant déclare retirer son recours;
qu'il convient de prendre acte du retrait du recours et de rayer la cause du rôle (art. 73 PCF par renvoi de l'art. 71 LTF; art. 32 al. 2 LTF);
que le Président est compétent pour statuer à cet effet (art. 32 al. 1 et 2 LTF);
qu'il appartient en règle générale à la partie qui retire le recours de supporter les frais de procédure (ordonnances 5A_838/2010 du 12 octobre 2011, 5A_510/2010 du 24 juin 2011);
que les frais judiciaires incombent ainsi au recourant (art. 66 al. 1 LTF);
que les frais de procédure peuvent toutefois être réduits, voire remis, lorsque le recours est réglé par un désistement sans avoir causé un travail considérable au tribunal (art. 66 al. 2 LTF);
que, en l'espèce, le retrait est intervenu à l'échéance du délai imparti au recourant par le Tribunal fédéral pour procéder à l'avance de frais fixée à 1'000 fr.;
que, dès lors, il sied de mettre à la charge du recourant des frais judiciaires réduits;
La cause 5A_166/2014 est rayée du rôle par suite de retrait du recours.
Un émolument judiciaire de 300 fr. est mis à la charge du recourant.
La présente ordonnance est communiquée au recourant, à la 19ème Chambre du Tribunal de première instance du canton de Genève et à la Chambre civile de la Cour de justice du canton de Genève.

Whether the withdrawn appeal should be struck from the docket
The Court took formal note of the withdrawal and removed the case from the docket.
Withdrawal of the appeal makes further adjudication unnecessary; the President may decide the matter under Art. 32 LTF, with Art. 73 PCF applied by analogy via Art. 71 LTF.
How the court costs should be allocated after withdrawal
Reduced judicial costs of CHF 300 were imposed on the appellant.
As a rule, the withdrawing party bears the costs under Art. 66(1) LTF, but costs may be reduced when withdrawal occurs without substantial work having been caused; that condition was met here.
