The appellant challenged a cantonal decision concerning protective deprivation of liberty. The Federal Supreme Court held that the complaint, sent by fax, was not filed in a legally valid form and that no signed original was submitted within the time limit despite a prior court notice. The filing was therefore manifestly inadmissible and not entered into under Art. 108 para. 1 lit. a BGG. The Court also observed that the complaint lacked any reasoning. No court costs were imposed.

Independently, a complaint that contains no substantiated reasoning also fails the requirements of Art. 42 Abs. 2 and Art. 106 Abs. 2 BGG. In such cases the simplified procedure applies and costs may be waived.

Nach Einsicht
in die Beschwerde gemäss Art. 72 ff. BGG gegen den Entscheid vom 25. Oktober 2012 des Obergerichts des Kantons Bern,

in Erwägung,
dass Beschwerden an das Bundesgericht nur in den gesetzlich vorgeschriebenen Formen, d.h. durch Übergabe an das Bundesgericht oder an die Schweizerische Post (Art. 48 Abs. 1 BGG) oder aber durch elektronische Eingabe mit elektronisch anerkannter Signatur (Art. 42 Abs. 4 BGG) erhoben werden können,
dass deshalb die vom Beschwerdeführer per Telefax eingereichte Beschwerdeeingabe an das Bundesgericht unzulässig ist,
dass der Beschwerdeführer (trotz Präsidialschreiben vom 7. November 2012) innerhalb der Beschwerdefrist auch keine eigenhändig unterzeichnete Beschwerde per Post nachgereicht hat,
dass somit auf die - offensichtlich unzulässige - Beschwerde in Anwendung von Art. 108 Abs. 1 lit. a BGG nicht einzutreten ist,
dass im Übrigen die Beschwerde auch deshalb unzulässig wäre, weil sie keine Begründung enthält (Art. 42 Abs. 2 und 106 Abs. 2 BGG),
dass keine Gerichtskosten erhoben werden,
dass in den Fällen des Art. 108 Abs. 1 BGG das vereinfachte Verfahren zum Zuge kommt und die Abteilungspräsidentin zuständig ist,
erkennt die Präsidentin:

Auf die Beschwerde wird nicht eingetreten.

2.
Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird dem Beschwerdeführer, dem Regierungsstatthalteramt A.________ und dem Obergericht des Kantons Bern schriftlich mitgeteilt.
