Der Präsident zieht in Erwägung:

Der Beschwerdeführer reicht einen Beschluss des Obergerichts des Kantons Zürich vom 23. November 2010 ein und beantragt, das "Schreiben" des Obergerichts zu "überprüfen". Die Eingabe ist als Beschwerde in Strafsachen entgegenzunehmen.

Im angefochtenen Entscheid wurde auf einen Rekurs des Beschwerdeführers nicht eingetreten, weil die Eingabe den Begründungsanforderungen nicht genügte. Vor Bundesgericht befasst sich der Beschwerdeführer mit den Begründungsanforderungen des kantonalen Rekurses nicht. Auf die Beschwerde, die sich auf Vorwürfe speziell gegen die Behörden und die Justiz von Zürich beschränkt, ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Am Ende der Beschwerde findet sich ein Hinweis aufs Armenrecht. Dieser Hinweis kann als Gesuch um unentgeltliche Rechtspflege entgegengenommen werden. Dieses ist indessen in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
