Der Einzelrichter zieht in Erwägung:

Nachdem der Beschwerdeführer trotz ordnungsgemässer Vorladung zu einer Einvernahme unentschuldigt nicht erschienen war, stellte das Statthalteramt des Bezirks Zürich am 29. August 2013 fest, dass ein Strafbefehl vom 22. Mai 2013 rechtskräftig wurde. Eine dagegen gerichtete Beschwerde wies das Obergericht des Kantons Zürich am 18. Oktober 2013 ab. Der Beschwerdeführer wendet sich ans Bundesgericht, ohne einen ausdrücklichen Antrag zu stellen.

Mit dem Umstand, dass er der Einvernahme fernblieb und seine Einsprache deshalb als zurückgezogen gilt, befasst sich der Beschwerdeführer vor Bundesgericht nicht. Da nur dies Gegenstand des vorliegenden Verfahrens sein kann, entspricht die Beschwerde den Anforderungen von Art. 42 Abs. 2 BGG nicht. Seine Vorbringen betreffen die materielle Seite des Falles, die das Bundesgericht nicht überprüfen kann. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das nachträglich gestellte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der Beschwerdeführer bezieht seinen Angaben zufolge eine Invalidenrente. Diesem Umstand kann bei der Bemessung der Gerichtskosten Rechnung getragen werden.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
