The appellant challenged the Bern prosecution authorities' refusal to open proceedings for abuse of office after a police officer prevented further use of his vehicle. Das Bundesgericht zieht in Erwägung:

Der Beschwerdeführer wendet sich dagegen, dass die regionale Staatsanwaltschaft Bern-Mittelland ein Verfahren wegen Amtsmissbrauchs nicht an die Hand nahm und das Obergericht des Kantons Bern die dagegen gerichtete Beschwerde am 10. Januar 2013 abwies. Er beantragt unter anderem, der Polizist sei angemessen zu bestrafen. Für die übrigen Anträge (z.B. Rücktritt der Oberrichter und Entlassung des Polizisten) ist das Bundesgericht nicht zuständig. Darauf ist nicht einzutreten.

Der Beschwerdeführer macht geltend, der Polizist habe durch sein Verhalten verhindert, dass der dringend gewünschte Service an seinem Fahrzeug durchgeführt werden konnte. Im Übrigen sei das Fahrzeug durchaus verkehrstüchtig gewesen.

Inwieweit das Fahrzeug tatsächlich betriebssicher war, ist letztlich nicht entscheidend. Gemäss den Feststellungen der Vorinstanz durfte der beschuldigte Polizist jedenfalls aufgrund der Auskunft eines Fachmanns vom Gegenteil ausgehen. Unter diesen Umständen kam er zu Recht zum Schluss, er müsse eine Weiterverwendung des Fahrzeugs verhindern. Dass deswegen auch der vom Beschwerdeführer beabsichtigte Service am Fahrzeug nicht durchgeführt werden konnte, ändert nichts daran, dass die Massnahme des Polizisten grundsätzlich richtig war. Jedenfalls kann von einem Amtsmissbrauch nicht die Rede sein. Die Beschwerde ist im Verfahren nach Art. 109 BGG abzuweisen, soweit darauf einzutreten ist.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das nachträglich gestellte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt das Bundesgericht:

Die Beschwerde wird abgewiesen, soweit darauf einzutreten ist.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Strafabteilung, Beschwerdekammer in Strafsachen, schriftlich mitgeteilt.
